New Capital Investor Entrant Scheme (NCIES) 

Purpose: Attracts high-net-worth individuals to invest in Hong Kong without active business participation.

  • Eligibility:

    • Applicants must be 18+ and hold eligible nationalities (excluding Afghanistan, Cuba, North Korea).

    • Net asset requirement: HK 30 million

    • Investment requirement:

  • Minimum HK$27 million in "permitted assets" (e.g., stocks, bonds, funds).

  • HK$3 million in a new "Capital Investor Entrant Portfolio" supporting tech/innovation sectors.
