Purpose: Addresses labor shortages in Hong Kong’s fishing industry by allowing mainland Chinese deckhands to unload catches in Hong Kong waters.

• Eligibility:

  • Must hold a valid Mainland Exit-Entry Permit for fishing work

  • Sponsored by a Hong Kong-registered fishing company/owner with pre-approved quotas 

  • Limited to unloading fish at wholesale markets; primary work must occur outside Hong Kong waters
